Volodya Ivanov is a quick-talking, wisecracking Russian special forces soldier. Underneath his sarcasm lies a deep love of his country, instilled in him by the patriotic grandmother who raised him. President Vitkin, Russia’s authoritarian ruler and Ivanov’s hero, abruptly decides that his nation must annex Estonia without starting a war with the United States. Ivanov jumps at the opportunity to serve his hero---the father he never had. Ivanov’s plan: manipulate the American president, a shallow, vain skeptic of NATO, into breaking America’s alliance with Estonia. Ivanov assumes the identity of a Syrian refugee living in Estonia and initiates a series of attacks on Americans to sow doubt in Washington about Estonia’s trustworthiness. He works hand-in-glove with Dasha Polotnikova, a beautiful Russian spy enmeshed in Washington politics. She rallies America's political leaders against the seemingly soft-on-terror Estonians. As Ivanov’s campaign unfolds, he and Dasha stumble across increasingly disturbing evidence about their beloved president’s motive for annexing Estonia. Eventually, Ivanov must decide what is more important: his country, or his conscience.
