This volume is for parents, educators, and students to better understand special education and related services. It is important to have familiarity with the history of special education and related services as this knowledge will empower parents and educators to better utilize special education and related services, which is addressed in-depth in Volume VI - The Application of Special Education Law. One does not have to be an attorney to be successful in advocating for their child or student, however, understanding the nature of special education and its laws is invaluable for parents and educators alike. A strong case is made in this volume for how these laws address dyslexia and reading failure and how parents, teachers, and school systems can work together to help all children become competent readers.

Volume V covers the history of special education law, judicial decisions, the Individuals with Disabilities Education Act (IDEA) and its iterations, the cost of special education, Section 504 of the Rehabilitation Act, the Department of Education and the National Center for Education Statistics, the National Assessment of Educational Progress, state laws concerning dyslexia, the Endrew F. case, due process, case law after Endrew F., and the Ontario Right-to-Read Inquiry.
