He urges the congregation to “obey” and “submit” to its pastors who “keep watch” over “their souls” (13:17). He encourages them to persevere in faith and obedience. He wants to propel them onward toward a life of obedience, courage, and certainty.His overriding message is that salvation is certain and eternal and urges them to re-discover their first love.
