Sam Ghost has finally managed to defeat all his enemies in the Andromeda Galaxy but at a high cost. He succeeded in transforming Terra, the world he had built for his new people, into a Galactic Entity, and now Terra ruled supreme in Andromeda. Thousands of races in the galaxy swore their allegiance to him and Terra Galactic, and to govern his domain, Sam established a Galactic Senate.

Meanwhile, he searches for the device that contains all the power of the Last Old God, also known as the Lost Traveler.
