Tom Baker is a successful New Orleans attorney. After his family is murdered and the killer is released on a technicality, Tom decides to take the law into his own hands. The District Attorney, Sammie Bono wants to convict Tom because Tom got him kicked out of Tulane Law School for cheating, but Sammie got reinstated because of his family connections. Because of his success in getting revenge, Tom is secretly hired by the Mayor of New Orleans and the Governor to head a special task force to solve some serial killings and other cold case files. The Governor secretly promises to pardon Tom if he is convicted of murder, but he instructs Tom to push the guilty parties so that Tom can kill them in self defense and spare the city and parish the expense of a trial. As a result, Tom ends up killing 13 people and is tried for murder numerous times.
