Developer re-floats plan to buy Belle Isle, transform it into haven for the rich

This far-fetched proposal has been getting a lot of reaction from people in Detroit and the region. Real estate developer Rod Lockwood wants to buy Belle Isle for $1 billion, and turn it into a "special economic zone" for the ultra-rich — with high-incoming housing, mixed-use developments, restaurants, and more.
