Freedom is the natural condition of a human being.

It is the state of acting without coercion.It exists before government, before law, before institutions.It belongs to a person simply because that person exists.

Freedom requires no grant, no license, no approval.It is inherent.

Now introduce authority.

Authority is organized power.It establishes order, defines rules, and creates structure.Where authority operates, law defines the boundaries of that power.

When law limits authority, a protected space is created for individuals to live and act within that system.

That protected space is called liberty.

Liberty exists inside a structured society.It is the portion of life preserved for individual action within an organized framework of authority.

Freedom is the original condition.Authority is organized power.Law defines the reach of authority.Liberty is the preserved space individuals retain within that structure.

Freedom can exist alone.Liberty exists where authority has been defined and limited.

Freedom speaks to your nature.Liberty speaks to your condition within a political system.

When authority is narrow and clearly bounded, liberty expands.When authority broadens, liberty contracts.

Freedom remains the constant human condition.Liberty reflects how much room a system leaves for that condition to operate.

That is the distinction.
