Some lawmakers say that unless those responsible face real consequences — indictments, prosecutions, or heavy penalties — justice for survivors will remain incomplete. There is also growing pressure for regulators to tighten financial-institution oversight and to re-examine how wealthy, high-risk clients are managed by private banking arms.
