Pennsylvania's state House Republican leader says transit agencies in Philadelphia and Pittsburgh should consider privatizing some functions to avoid service cuts. House minority leader Jesse Topper says Philadelphia's transit system -- the largest in the state -- could run more efficiently by hiring outside drivers. A spokesperson for Pittsburgh Regional Transit dismissed the idea.
