1951年、滋賀県大津市に生まれる。東京大学法学部を卒業後、通商産業省(現・経済産業省)に入省。北西アジア課長、大臣官房情報管理課長、国土庁長官官房参事官などを歴任。在職中にフランスの国立行政学院(ENA)に留学。現在は徳島文理大学大学院教授を務めるほか、作家、評論家として活躍中。著書は140冊を超える。
