確かに『海猿』『DCU』などの漫画、映画、ドラマ等の人気作品の影響で知名度が上がり、海難救助の仕事をしている組織だということは認知してもらえています。
また、いわゆる尖閣問題をめぐる新聞・テレビの報道等で領海警備の仕事をしている組織だということも多くの国民に知ってもらえていると思います。 しかし、海上保安庁が実際にどれくらいの予算で、どれくらいの人員がいて、どれくらいの守備範囲の仕事をしているのか、有事の際にはどのような対応をするのか、といった運用の実態についてはほとんど知られていません。
特に最後に挙げた「有事の際にはどのような対応をするのか」については、さまざまな“誤解”をもとにした議論が散見されます。
しかも、安全保障に関心の高い人たちほどそうした“誤解”をしている傾向があるように思われます。
日本は島国です。
ご存じの通り、日本は、尖閣諸島における中国の領海侵入の問題や、韓国との間の竹島をめぐる問題、ロシアとの間の北方領土問題など、さまざまな問題を抱えています。我が国を取り巻く安全保障環境は年々厳しいものとなっており、日本の周辺海域はつねに紛争の火種を抱えているといっても過言ではありません。
その最前線で対応しているのが海上保安庁です。
海上保安庁が“誤解”されたままでは、日本の安全保障をめぐる議論そのものが誤った方向に進んでしまうおそれがあります。
当然のことながら、それは日本の国益にとってプラスになりません。
海上保安庁にまつわるさまざまな誤解を解いた上で、組織運営の実態を知ってもらい、地に足の着いた国家安全保障の議論をしてもらいたい――それが本書を執筆した大きな動機のひとつです。(はじめにより)
