The story was great except that the author made a mistake there is no such thing as a petty officer three or petty officer one, it is third class petty officer and first class petty officer, do you research and get it right next time. Also you can only get capped up to second class maybe occasionally First, but only someone who gets Sailor of the Year can be advanced to Chief without going to the Chiefs Board
