I don't think Ms. Brooks had a real life role model from which to build this character in a believable way, and/or she's not doing enough research when she departs from small town Americana POV (the kind used in the Blue Grass books). It's been obvious for some time which person is going to end up with the brother, so the character build up for book four that one gets in this book is unnecessary to read.
I was disappointed enough in books two and three that at this time I've never purchased the fourth book to see how it ends.

I don't think Kathleen Brooks could write a bad book if she tried especially if she continues to write about such strong women.
