Lethal.
This is Star Trek where things go from bad to worse... and then even worse. DS9 is suddenly beseiged by an unknown Gamma Quadrant race and it's quickly proven that the Federation is outgunned. This isn't a Star Trek story in an idealized future with a neat last minute [sciene puzzle / diplomacy] twist ending. This is our favorite characters simply fighting for survival, and when I read this in '94, it blew my mind that this kind of story could be told in the Star Trek universe.
Thirty years later, when stories about Section 31 get their own action movies, it might not seem that crazy. But in it's day, it raised the bar on the possibilities of Star Trek story-telling.
