This book is written in first person, from the PoV of Walter Slovotsky, perhaps the most interesting character in the series. Walter is the definition of an unreliable narrator, but Rosenberg was a talented enough writer to communicate both the text and the subtext clearly, showing both Walter's often unpleasant public face and his much more sympathetic hidden character.
The story takes a bit of a detour into the consequences of the actions of the rogue before continuing on into a surrealistic trip into Faerie, which has very significant consequences.
There is very strong character development for several of the characters that feels like natural consequences of their personalities and actions, but the plot is more than a bit scattered. The story is important to the arc of the series, but this is not, by itself, one of the better entries.
