We dragen dit hoorspel op aan alle scouts die zonder vooroordelen in onze gemeenschap leven, over grenzen, nationale grenzen en wereldallianties heen. De elementen van het verhaal zijn ontwikkeld in een gezamenlijke workshop met de scouts van Scouting Keizer Karel en Pollution Police. De World Organization of the Scout Movement werd ongeveer 100 jaar geleden opgericht door de Britse generaal Robert Baden-Powell. In 1907 organiseerde "Bi-Pi", zoals het door scouts wordt genoemd, het eerste kamp, waaraan destijds 21 kinderen deelnamen. Een jaar later verscheen zijn boek SCOUTING FOR BOYS, dat met 150 miljoen exemplaren wereldwijd een van de meest gedrukte boeken ter wereld is. De scoutingbeweging telt tegenwoordig meer dan 41 miljoen kinderen en jongeren uit 216 landen over de hele wereld. Hoe schattig en aanhankelijk jonge wasberen ook zijn, het zijn eigenzinnige wilde dieren en geen huisdieren.
De 4 - 10 kg wegende gemaskerde kleine beren uit Noord-Amerika leven sinds het midden van de jaren dertig in Duitsland. Ze zijn erg slim, kunnen zich goed aanpassen in de nabijheid van onze steden. De nachtelijke alleseters leven in groepsverband. Door hun uitgesproken tastzin kunnen ze zelfs onder water hun voedsel vinden. Met hun scherpe klauwen zijn ze uitstekende klimmers. Scouts zijn kinderen, adolescenten en volwassenen die niet alleen praten maar ook handelen. Ze zijn ondernemend en hebben de moed om iets nieuws aan te gaan, ook al hebben ze het nog nooit geprobeerd. Ze leren graag hoe ze het moeten doen. Als je een scout ontmoet, zul je versteld staan van wat hij allemaal kan doen. Hij kent zijn plichten. Scouts, zijn ook "helden" in het dagelijks leven, 24 uur per dag en niet alleen in het vakantiekamp of op de scouting bijeenkomsten. Ze helpen andere mensen en staan achter degenen die zwakker zijn. Ze beschermen dieren en de natuur. Zo maken ze de wereld een stukje beter. Er zijn veel verhalen over jonge helden en detectives die worden verteld in hoorspelen, boeken en films. Helaas zijn deze verhalen gewoon verzonnen. Dat is anders met de "Pollution Police". De spannende avonturen van onze helden Niklas, Linus en Melissa zijn ook verzonnen, maar de scouts bestaan echt. Er zijn veel verschillende verenigingen in Nederland. Mocht je scouting willen ervaren, dan helpen we je graag verder. Op www.scouting.nl kun je zien waar je een scoutinggroep bij jou in de buurt kunt vinden. Wees niet bang! Scouts zijn niet alleen cool, ze zijn ook heel aardig. Er is geen sprake van pestgedrag of rivaliteit in onze groepen omdat scouts zichzelf zien als een wereldwijde broeder- of zusterschap. Iedereen kan meedoen. Het maakt niet uit hoe hij eruitziet, wat hij heeft geleerd, welke religie, huidskleur of nationaliteit hij heeft. Scouts zijn tolerant. Om dit te kunnen doen, leggen ze een scouting-eed af voor het leven.
